Well, I found this article that seems to have the solutions you seek. It also looks like the problem is generic and you are not an isolated incident:

I would suggest you go with the VLC option. Its tried and tested and its a platform that has been around for years. Plus its the goldilocks of media players. It does literally everything. I used to use it to embed subs to my movies.
@JudgeDredd I looked in chrome web store,
there was a chrome vlc add on,
seemed to help when downloading
I noticed some files from Streamtape have lost the .MP4 extension and somehow put the date as the file type.
Add .MP4 on the end and it wotks fine.

Im on a Chromebook 3, and just like 2 weeks ago,
i started having issues downloading Mp4,
it keeps saying failure to read codec,
i tried to download another ''player'' that *can read all codec*
failed to do so...
any tips?
it plays fine online
