October 3 was designated a public holiday in Germany as the Day of German Unity in the 1990 Unification Treaty. It commemorates German reunification, which was completed when the German Democratic Republic joined the Federal Republic of Germany on October 3, 1990.
At the time, there was a rush to forestall the economic collapse of the GDR. The communists had completely ruined the Soviet Occupation Zone. To prevent a mass exodus, they had to build a wall around West Berlin and seal off the outer border to the West with mined death strips and automatic shooting installations.
We West Germans had a "Basic Law" (Grundgesetz), the term constitution was avoided in order to emphasize the provisional character of the Federal Republic of Germany. A preamble was an elementary component of the constitution and underscored the will of the German people for national and state unity. Only in a united Germany would there be a new constitution for the entire state, which could only be approved by all Germans or their elected representatives.
