if you dont have access to an obituary or a death certificate you`ve got no chance. You could just create a page for whoever isnt with us anymore but memorialising a regular page requires proof. i`ve got 2 folks named as possible people to memorialise me if / when i croak.

@Stickmanuk Ok I gotcha. No wonder... obits should be free but they do cost a cpl of grand!
There won't even be a funeral.
This is the 3rd cousin I've lost within 5 years.
Perhaps my Aunt will realize the same and start a page for him..
