If you've not seen the film "Clown" (2014) m.imdb.com/title/tt1780798/ and clowns freak you out (like they do me), watch it. It's pretty horrifying. It really builds into complete horror really well.

I don't find clowns scary like I do midgets but I guess if I had to pick the best one, it would be from the original Stephen King's IT movie - "Pennywise the Dancing Clown" 
The latest IT clown was too pretty and inviting IMO plus I can't think of any scary clowns right now that come to mind.
