It's Joulupukki, aka Finnish Santa. The commercialisation of Xmas killed Joulupukki from mainstream, but most Finnish kids are brought up by this legend/myth. Personally, I like him and the elves a lot better.
This film is highly under-marketed, especially because Finns don't make many horror films.
This one is an incredibly accurate peek into traditional Finnish life.

People outside of Nordic countries would do well to understand, this film is actually quite chilling.
